Course Overview

This course works through the opening architecture of the Customs Act 1962 in detail, covering Chapter I (Sections 1–2: Short Title, Extent and Commencement, and Definitions) and Chapter II/III (Officers of Customs and their appointment, powers, and jurisdiction). Rather than treating Section 2 as a list to memorize, the course groups definitions by function — persons and entities (importer, exporter, person-in-charge), goods classifications (dutiable goods, prohibited goods, imported goods, export goods), conveyances and locations (customs area, customs station, foreign-going vessel), and valuation-linked terms (assessment, value) — so students understand why each definition exists and how examiners twist them into MCQ distractors.


The course then covers the hierarchy of customs officers under Sections 3–6 (Principal Chief Commissioner down to Inspector), their appointment under Section 4, assignment of functions under Section 5, and the entrustment of certain functions to other officers/agencies under Section 6.
